성인학습자의 직업교육훈련 참여결정요인 분석―임금근로자와 미취업자를 중심으로―

Vocational Education/Training Participation Decisions of Adult Employed and Unemployed Workers

이 연구는 성인학습자의 직업교육 참여에 영향을 미치는 요인을 발견하는 것이 목적이었다. 이를 위하여 한국노동패널자료 (KLIPS 가구조사)를 이용하여 암금근로자와 미취업자 (실업자)를 대상으로 직업교육참여와 참여희망에 영향을 마찬 결정요언을 분석하였다. 연구결과, 임금근로자와 미취업자 묘두 성인학습자의 나이와 교육수준이 직업교육훈련 참여에 통계적으로 유의미한 영향을 미치는 것으로 나타있다. 임금근로자의 경우 재직하고 있는 가업규모가 클수록 그리고 취업이 안정적일수록 참여에 통계적으로 유의미한 영향을 미쳤다. 그러나 직업교육훈련 참여에는 기업체 속성 변인보다 나이와 교육수준의 개인적 변인들이 더욱 큰 영향 을 미치는 것으로 나타났다 미취업근로자의 경우 임금근로자와 비교하여 전체적으로 참여경험이 적은 것으로 나타났다. 남성 미혼 그리고 교육수준이 높은 미취업근로자일수록 직업교육훈련 참여희망과 정 (+)적 관계를 보였으며, 나이는 통계적으로 유의한 부적 관계를 보였다. 또한 자격이나 기술부족 등으로 구직에 실패한 경험이 있는 학습자일수록 직업교육의 희망정도가 더욱 큰 것으로 나타났다.

This study was analyzed the determinants of vocational education and training of adult workers participation. To accomplish this aim, this paper analyzed Korea Labor and Income Panel Study Data(KLIPS). KLIPS is very useful to examine the patterns of participation of work-related adult learners. In this paper, 4,012 are the employed workers and 1,256 are the unemployed workers. First, I reviewed and discussed theoretical frameworks that have attempted to model and explain participatory behavior at individual and institutional level. Second, I analyzed the decision to participate or not participate in vocational education/training of two groups. And, I found that adult learners' individual factors, as sex, age, year of schooling, were very strongly effect on vocational education/training participation. Also, the unemployed adult learner's educational participation rate was lower than the employed learners. Employed workers in the big size company (over 300 employers) showed more participation than ones in the small-middle company. However, to understand adult education participation of adult learners, it is strongly recommended to explore new variables.
