평생학습도시 조성을 위한 추진모형 연구

A Study on a Model of the Lifelong Learning City in Korea

“평생학습도시”는 시ㆍ군ㆍ구 등 기초 지자체 단위의 주민 평생학습지원시스템으로서, 정부가 2001년부터 조성 정책을 추진하고 있다. 평생학습도시는 지역사회내의 다양한 교육기관과 주민의 학습활동에 이용할 수 있는 다양한 인적 물적 자원을 활용하여 학습활동을 지원함으로서 개인과 지역사회의 문화적 경제적 정치적 능력을 향상시켜 지역사회의 발전을 도모하는 사업이다. 이 연구는 이 사업에 참여하고 있는 시ㆍ군ㆍ구 가운데 16개를 선정하여 현지 조사와 담당자 면담을 사용하여 자료를 수집 분석하였다 . 평생학습도시들은 교육부가 만든 추진모형에 기초하여 사업을 계획하고 추진하고 있는데, 연구결과, 추진과정에 나타나고 있는 문제들의 원인이 추진모형과 관련되어 있음을 발견하였다. 지역자치의 토대가 취약하고, 권력집중의 문화가 강하고 , 기관 간 조직 간 영토주의가 강한 한국 여건에서 구미와 일본을 참고한 모형이 적합하지 않기 때문이다. 시스템의 관점에서 볼 때, 기존 모형은 압력요소와 산출요소에 무게를 두고 변환요소와 시스템관리 기제를 약하게 다룸으로써 한국의 지자체들이 지니고 있는 특성을 충분히 반영하지 못하였다 . 모형의 보완을 위해서는 특히 자치단체와 교육청의 관계 조정, 관련 기관과 단체들의 네트워크 구축, 모니터링과 피드백 방안 제시가 시급한 것으로 나타났다.

"Lifelong Learning City" is a supporting system for lifelong learning at a community of city, county, and district, which has been promoted by the Ministry of Education and Human Resources Development since 2001. Lifelong learning city means an integrative community empowerment project for enhancing competences of individuals as well as community by utilizing a variety of educational institutes and informal learning opportunities. The present study examines the working model for the lifelong learning city in Korea. We have collected quantitative data as well as qualitative data from 16 local communities which have participated the project of the lifelong learning city. The result of the study indicates that the model of making the learning city is responsible for many problems impeding the development. It is pointed out that the working model has been heavily influenced by models originated from the European countries and Japan, which tend to consider weakly 'conversion variables' than 'input variables' as well as 'output variables' in system perspective. The current model would be considerably improved by emphasizing the conversion variables including power re-allocation among the agents, and a clear definition of networking among institutes and organizations.
