제도적 동질성 어디서 오나 : 네트워크의 역할

How Institutional Isomorphism is Achieved : The Role of Interorganizational Networks

우리 세상에는 왜 비슷한 조직이 많을까? 이 질문에 대한 답으로서, 신제도주의가 준비한 '제도적 동질성 (institutional isomorphism)' 주장은 동질의 제도가 있기 때문이라고 답을 주었다. 본 연구가 도전한 것은 그러면 그 동질의 제도는 어떤 통로(혹은 메커니즘)를 통해 비슷한 조직을 만들어낼까라는 의문이다. 조직필드와 네트워크를 접목란 개념인 '필드-네트(field-networks) ' 관점에서 동일 제도에 대한 해석과 인지를 동질화시킬 요인들을 연구가설로 설정했다. 실증연구의 분석대상은 병원 의료서비스 동질화 현상이었으며, 분석 조직필드는 미국 SMSA로 설정했다. 위계회귀분석은 제도적 동질성은 조직사이의 네트워크라는 통로를 통해서 온다는 것, 또 이것은 조직필드라는 범주에서 작동한다는 점등을 산출했다. 즉, 조직간 네트워크라는 수단을 통해 의료서비스 지식/정보와 의료규범이 교류되어 조직들이 유사해진 것임을 말해준다. 또한 조직간 상호교류가 빈번할수록 그리고 중심을 가진(특하 연결의 수 측면과 연결 거리 측면에서) 네트워크가 형성되어 있을수록그 제도적 동질성이 강해짐을 확인했다. 연구결과에 대한 이론적 시사점을 논의했고, 제도주의 주장에서 행위자(조직)의 부각이 필요하다는 점과 이를 위해 네트워크 관점이 공헌하는 바를 논의했다.

This study examines how institutional isomorphism is achieved. What existing neo-institutionalism is missing is the role of actors in the homogeneous phenomenon in a organizational field, while the institutions' impacts are adequately explained. Communication among organizations is one of central mechanisms to reach institutional isomorphism, and thus interorganizational network is assumed to transmit knowledge and norms to organizations in the same field. Drawing from the social network perspective, some network characteristics (cohesion, strength of ties, density, centralization, confirmation of ties) are hypothesized to playa role in shaping the institutional isomorphism. This study looked at the degree of service homogeneity in medical hospitals. Empirical units were 172 SMSAs in USA, and 17 active medical services were selected. Analyses of hierarchical regression models generally proved the significant role of interorganizational networks in diffusing the legitimate services and professional norms. More specifically, dense and/or centralized networks with strong ties were significant in terms of resulting in the phenomenon of institutional isomorphism in the given organizational field. Theoretical and methodological contributions to the existing body of institutional theory are discussed.
