中國에 의한 에너지 危機와 東北亞 에너지協力

China as Major Energy Factor and Northeast Asian Energy Cooperation

최근 국제적 차원에서 언급되는 에너지 위기요인을 단순히 반복적인 주기성으로 파악한 것이 아니라, 개별적인 요소들이 복합적으로 이뤄내는 위기로 파악하고 있다. 이라한 위기의 핵심에는 중국이란 요소가 무엇보다도 큰 역할을 하고 있으며, 지역적으로는 동북아의 안보적 위기요인으로 대두되고 있다는 사실에 주목하고 있다. 본문은 최근 중국에 의해 심화되고 있는 에너지 위기의 요인들이 국제적, 지역적 그리고 국내적 차원에서 에너지 안보 위기를 야기시키고 있다는 점을 주목하고 이런 신(新) 에너지 안보 위기 요인의 특징을 통해 지역통합의 새로운 방안을 제시하려 한다. 우선 현재 새롭게 대두되고 있는 에너지 위기의 요인과 종전의 에너지 위기 요인과의 비교 연구를 진행함으로써 에너지 위기의 대두 배경과 내용 그리고 특징을 파악하고, 이를 동북아 지역협력 논의와 연관함으로써 에너지 위기에 대한 한·중·일 3국이 중심이 된 동북아 협력 방안을 모색하려 한다. 분석의 단위는 국제(세계), 지역 그리고 국가(내)란 세가지 차원에서 진행하고, 지역 차원의 협력 논의는 한·중·일 3국을 중심으로 한 동북아지역에 한정하며, 본문에서의 에너지 위기는 분석 수단으로서의 편의를 위해 '석유문제'에 한정한다.

This article argues that the unstable energy supply cycles have triggered a recent energy crisis, within which China plays a major role. At the regional level, the rising of China has become a major factor in the issues of Northeast Asian security and its energy crisis as well. This study focuses on the China factor in the recent spate of energy crisis, showing that how China has contributed to the energy crisis on the international, regional as well as domestic levels. This synopsis will attempt to direct a new plan for regional cooperation by looking at the characteristics of this new energy crisis. In addition, it will offer the comparison and analysis between past and present energy crisis, concentrating on the background, content, and characteristics of the new energy crisis. After that, it will attempt to seek out a new plan for regional energy cooperation in Northeast Asian. Analysis will be focused on international, regional, and domestic levels, with Northeast Asia being represented by South Korea, China, and Japan which are the focus of the subject in terms of Northeast Asian regional cooperation. For the reason of analytical simplicity, the oil crisis will be treated as a main energy crisis.
