Proliferation of the Internet and Infonnation Control in China

중국에서 인터넷 확산은 경제발전에는 효과적이지만 언론통제를 약화시켜 정치·사회적 불안정을 자극할 가능성이 있다. 이 논문의 목적은 중국의 인터넷 확산 현황 및 정부의 인터넷 관리의 효과 및 한계를 고찰하는 것이다. 논문의 주요 내용은 다음과 같다. 첫째, 중국에서 인터넷이 확산되는 현황 및 특정을 소개하고 중국인들이 인터넷의 영향에 대해 어떻게 인식하고 있는지 살펴보았다. 둘째, 중국정부의 인터넷 통제 방식으로 웹 사이트 차단, 채팅방 및 온라인 콘텐츠 모니터링, 인터넷 카페 단속, 실형 선고 등을 소개했다. 셋째, 중국 정부가 정치적으로 민감한 온라인 정보유통을 통제하고 있음에도 불구하고 인터넷 확산의 결과 정치·사회적 변화를 가져올 수 있는 온라인 공간이 형성되고 있음을 고찰했다.

The increasing proliferation of the Internet in China is largely conducive to economic development, even if its side-effects (the weakening of control over the media in particular) could destabilize political and social stability. This article attempts to examine the political and social effects of the proliferation of the Internet in China as well as the effectiveness and limitations of the government's management over the Internet. First of all, this article introduces the current status and major characteristics of the Internet proliferation in China and how the Chinese perceive the effects of the Internet. Second, it has addressed the Chinese government's various ways of Internet control including the interdiction of the websites, the monitoring of chatting rooms and on-line contents, as well as the crackdown of the Internet cafe. Third, this study has explicated the ways through which social forces transform on-line space into social space in which public arenas and on-line protests become available, thus facilitating the eventual formation of a civil society in China. Fourth, it also shows the process through which the Chinese government tries to make on-line space into state space with its on-line opinion-making, on-line policy publicity, and control over on-line information flow. In brief, the state-society relationship in the information age is no longer a static one in which the state controls society; It is a two-way dynamic that forces interactions between the two.
