A study on the Trend of Doha Development Agenda Agricultural Negotiation and Strategies against the Negotiation

The modalities of DDA negotiations are due to be finalized at the end of 2005, when the meeting will take place. There are some problems and limits in the application of DDA Negotiation on agriculture. This paper attempts to detail the specific negotiating objectives of the Korean agriculture sector in DDA negotiations. The main goal here is to review the possible architecture of that agriculture negotiations, the roles that Korean will play in it and other initiatives in agriculture policy We have to find two contradicting measures to save its industries, giving less pressure to the agriculture industry from the market opening as well as more exports advantages to the manufacturing sector, during upcoming talks for modalities. It is hard to tell whether agricultural negotiation has made a significant achievement as the framework only stipulated that the WTO General Council. It is hard to assess the specific impact of the new trade order to Korea at this moment However, it is important how to reflect our standpoint and interest in upcoming negotiations. As Korea must either obtain an extension of the current right to limit rice imports to a certain percentage of the domestic market or switch to a tariff system. The impacts will depend upon results of the modalities, which will be drawn up next year. In sum we should make best efforts to strengthen the commercial capability to cope with these world multilateral agricultural negotiation, and make more efforts on items such as the prevention of tariff rate ceilings, minimization of tariff-rate quotas for sensitive products and expansion in the number of special products designated for developing nations.
