Inter-Local Cross-Border Cooperation as a Catalyst for Economic Cooperation in Northeast Asia

이 글에서는 도시간 또는 지방정부간 협의체를 통한 지방간 국세협력은 환황해권이나 환동해권 등 동북아의 하위경제권에서의 협력을 촉진하고 궁극적으로 동북아의 경제협력체 형성에 기여하는 실질적이고 유효한 방안임을 제시하고 있다. 시장의 힘에 근거한 지방단위에서의 윌경적 지방간 협력은 동북아 각국의 국익우선주의 또는 민족주의적 경향을 극복하면서 지역공동체 형성에 매우 긴요한 신뢰를 구축하는 데 유익한 방편이 될 수 있다. 또한 월경적 지방간 협력은 경제의 세계화 및 지역화의 심화에서 발생하는 도시지역 단위에시의 구조조정 압력에 대응할 수 있는 한 가지 전략적 방안이 될 수 있다는 점에서 또 다른 의의를 찾을 수 있다. 위와 같은 두 가지 관점에서 이 글은 동북아에서 월경적 지방간 협력의 현황, 잠재력 및 제약 요인을 살펴보고 지방차원에서의 월경적 협력을 보다 효과적으로 실천하기 위한 틀을 전략적 접근방법 및 거버넌스 구조 그리고 협력의 내용이라는 세 가지 요소로 구분하여 설명하고 있다. 특히 도시간 협의체 형성을 통하여 공통의 이익을 확대하는 전략을 구체적으로 제시하고 있다. This essay suggests that inter-local international cooperation is not only an effective means of forming localized subregional economic zones such as the Yellow Sea economic zone and the East, Sea economic zone but also a catalyst for building an economic community in Northeast Asia. Inter~local cross-border cooperation, which is based on market forces, provides an important tool to overcome narrow self-interests or closed nationalism as well as to build much-needed trust in the Northeast Asian region. Inter-local cooperation can also be regarded as one avenue of territorial restructuring of cities and regions in an increasingly globalized environment. With such a perspective, this essay provides concrete strategies to deepen inter-local cooperation after a brief review on the current status, potential and constraints of inter-local cross-border cooperation in Northeast Asia.
