Estimating the Impacts of Pension Houses on the Local Economy

주 5일 근무제 실시 등 사회변화에 따라 농촌 어메니티와 여가관광활동에 대한 수요가 증가하면서 펜션주택 건설이 활기를 띠고 있다. 그러나 이러한 펜션주택이 지역에 미치는 파급효과는 분명치 않야서, 펜션에 대한 기대와 함께 우려가 동시에 제기되고 있는 상황이다. 이 연구는 펜션주택이 지역경제에 미치는 파급효과에 대한 계량분석을 목적으로 하고 있다. 이들 위해 파급효과에 대한 정량적 분석모델을 마련하고 사례지역에 적용하여 실제 파급효과를 가늠해 보았다. 즉 산업연관분석을 중심으로 분석방법을 구축하고, 경기도 양평군을 사례로 생산, 고용, 소득의 측면에서 파급효과를 추정하였다. 분석 결과에 따르면, 양평군 펜션주택 관련 활동의 생산승수는 지역산업 전체의 평균 보다 약간 낮았다. 이는 양평군의 펜션주택 관련 활동이 펜션주택에 미치는 파급효과가 다른 산업활동에 비해 약간 낮다는 것을 의미한다. 또한 고용 및 소득유발의 측면에서는 펜션 이용객의 관광소비지출이 펜션의 건설에 따른 지출보다 더 효율적이었다. 이는 펜션주택의 건설 자체보다는 펜션 주변의 관광활동을 통한 고용 및 소득창출 효과가 더 중요하다는 사실을 의미한다.

This study aims to measure the impact of pension houses on the local economy. For this purpose, we built a model of impact analysis for pension houses and applied it to a singular case. In this way, we were able to estimate its real impacts. Specifically, we applied an Input-Output analysis to the case of Yangpyeong as a means of measuring impacts in terms of production, employment, and income. The results of this analysis show that the production multiplier of pension houses in Yangpyeong is a little lower than the average among all local industries. These results also represent the fact that tourist spending at pension houses is more efficient in creating jobs and incomes than construction spending is. Therefore, the municipality should improve the linkage between pension houses and local industries and should make efforts to ensure the higher operation rate of existing pension houses rather than construct new houses.
