The present paper aims to explore the issue of when to introduce written English in the primary school classroom, where aural and oral language skills are mainly taught under the 7th English Curriculum effected in 2001. This study employed three different methods for this purpose: 1) 207 third-grade students from three different areas were tested on their written English language skills; 2) A questionnaire was administered to the same students to examine their interest levels on the written form of English; and 3) a total of 93 teachers from eight different areas who have experience in teaching third graders were surveyed on their experiences and opinions about teaching written English in the primary classroom The results show that most of the third-grade students are already used to the written form of English through a variety of private learning and are very interested in learning it. A majority of the teachers and students found the textbook without written language unsatisfactory, and believed that acquiring written language skill would be helpful in improving other language skills. Based on the results of this study, we propose that we consider introducing written language earlier than in the current curriculum and teaching it in conjunction with other language skills.
