A Study on a Congressman’s Secretary Who is in Charge of Policy－focusing on the roles of a secretary undertaking policy of the Diet member in Japan－

The function of a congressman’s secretary taking charge of policy is designed to enhance the policy-making ability of a congressman by assisting a congressman in the course of policy making and the legislative activities, reinforcing a congressman's policy-making capacity, and helping a congressman in performing duties as a congressman. To improve and reinforce the secretarial functions, it is therefore necessary to enhance the legal system by defining and establishing secretarial duties and responsibilities in a concrete manner as follows: First, there should be the mind reformation among the congressmen and their secretaries. Second, secretaries should be capable of making a policy. Third, a secretarial system needs to be firmly established and activated to perform properly. Thus, to enhance the secretary’s ability in making policy and to establish a secretarial position as a recognizable professional career, it is important to focus on understanding of secretarial profession and improving the working conditions. These may include the adoption of the position of a secretary as an integral part of an office, independent budgeting, and continuous efforts to educate and train a highly qualified professional secretaries.
