영국의 성과주의 교육예산제도-직업교육훈련 예산을 중심으로-

UK's Performance-based Education Budget System and Its Implications for Korea

성과주의 예산제도의 도입ㆍ적용은 공교육의 경쟁력을 확보하고 정부정책의 책무성을 제고하기 위한 필수조건이라 할 수 있다. 이 연구에서는 성과주의 예산제도의 도입 배경, 개념, 특성, 그리고 접근방식 등을 살펴보고, 이에 기초하여 영국의 성과주의 교육예산제도 사례를 직업교육훈련 예산을 중심으로 분석한 후, 우리나라 교육부문에 성과주의 예산제도 도입 시 고려하여야 할 사항을 논의하였다.

Performance-based budget system has its own strengths in that it manages budgets on the basis of project results. It is prerequisite for enhancing the competitiveness and securing the accountability of public education to institutionalize the performance-based budget system. This paper examines concept, characteristics, and background of the performance-based budget system, on the basis of this analyses the UK's performance-based budget system in the field of education with special focus on vocational education and training, and discusses policy implications for introducing and operating the performance-based budget system in the Korean education.
