시.도교육청 주관 학교평가 실태 분석

Investigation of school evaluation system at municipal and provincial offices of education

본 연구의 목적은 시ㆍ도교육청 수준의 학교평가에 대한 실태분석을 하고 학교평가 발전방향에 대한 시사점을 얻으려는 데 있다. 이를 위해 16개 시ㆍ도교육청에서 발간된 학교평가보고서를 분석하고 연구자들이 학교평가 담당자들을 면담하였다. 분석 결과 시ㆍ도교육청수준의 학교평가는 평가설계의 체계성 및 일관성, 평가방법의 과학성, 평가실시의 전문성, 평가결과의 활용성 측면에서 미진한 것으로 나타났다. 그러나 학교평가 실시상의 현실적인 제약과 어려움에도 불구하고 시행 초기와 비교해 볼 때 긍정적인 방향의 변화가 계속 진행되고 있다. 특히, 개별 시도교육청의 고유한 특성과 교육적 요구가 반영된 평가모형이 개발되어 실시되고 있어 지속적인 발전을 향한 진행형의 모습을 보여 주고 있다. 시도교육청 수준의 학교평가의 발전을 위한 제언도 논의되었다.

The purpose of this study was to investigate the current situation of school evaluation system at municipal and provincial offices of education. For this purpose, annual school evaluation reports from municipal and provincial offices of education were analyzed. The results of analyses revealed that the quality of school evaluation system is not satisfactory in consistency of evaluation design, scientific approach of evaluation methods, quality of evaluation implementation, and utility of evaluation results. However, despite many barriers and limitations in implementation of school evaluation, the quality of school evaluation system has been improved compared to the early years of school evaluation. In particular, many school evaluation models considering uniqueness of municipal and provincial offices of education are developing, and showing continuous progress. Suggestions for the future of school evaluation were also discussed.
