사회통합기제로서의 대안적 평생교육 방안 연구

A Study on Alternative Programs of Lifelong Education for Social Integration

한국 사회는 앞으로 소득의 부족 , 경제적 자원의 결핍 에서 발생하는 빈곤형 사회적 배제와 고령사회로의 진입 시기에 발생하는 세대갈등형 사회적 배제 등이 사회통합을 저해하는 핵심 요소로 등장할 것이다. 그런데 이러한 문제에 대비한 국가 정책들의 기본 철학은 최소주의 이다. 또한 사회통합을 위한 교육프로그램도 주로 일자리 창출이나 인적자원개발 등을 통해 빈곤을 탈출 시킨다 는 목표를 가지고 직업(훈련)교육에 맞춰져 있다. 문제는 이러한 기존 접근 방식으로는 빈곤형과 세대갈등형 사회적 배제를 막아낼 수 없다는 사실이다. 기존 정책들의 한계를 극복하기 위해서는 우선 국민최저교육수준의 보장 에서 최적한 교육수준의 보장 으로의 관점 전환과 비시장경제 영역에서의 노동 인간 노동의 사회적 가치에 대한 인식을 새롭게 해야 한다. 이러한 대안적 관점에서 광명시평생학습원과 광명시가 사회통합을 위한 대안적 평생교육으로 개발, 실험하고 있거나 계획하고 있는 프로그램은 다음과 같다 ; · 학습형 사회적 일자리 만들기와 인문학 강좌 · 광명시교육복지은행 (가칭)설립을 통한 자립형 교육복지 모형의 창출 · 노인시민대학 설립을 동한 비시장 경제활동 지원체제 구축

Our society will face two kinds of social exclusions in the near future (maybe during the 2020s). First, poverty-type social exclusion, which is a traditional one, caused mainly by a lack of income or economic resources. This type of social exclusion would lead to generation-to-generation paverty. Second, generation-conflict-type social exclusion, which may be caused at the threshold into the Aged Society. Once this type of social exclusion emerges, the development of democracy in our society would be jeopardized because in that situation, national policies including social or educational policies would be made based on the number of voters, not on reasonable discussions and judgements among voters. In order to meet with these coming social exclusions, we, fires of all, need to transform the minimalism principle of welfare policies into the optimaIism , and recognize the value of non-market-oriented labor, i.e. the social value of human labor. Based on the paradigm shift and alternative viewpoint on human labor, three alternative programs of lifelong education would be possible for social integration: ·the inclusion of Humanities into the curriculum for job-seekers ·the establishment of educational welfare bank ·the establishment of support system for non-market-oriented labors through Silver College
