열린교육의 실현을 위한 책무성 체제의 정립에 관한 논의

A discussion on the establishment of the accountability system for the realization of Yeolin education

이 논문에서는 열린교육 실전 교사의 책무성에 관한 문제와 열린교육의 실현을 위한 책무성 체제의 정립에 관하여 논의하고 있다. 주요 연구 결과를 살며보면 다음과 같다. 열린교육과 교육적 책무성은 선택과 책임이라는 이념적 공통점을 갖고 있었다. 열린교육에서의 교육적 책무성은 고객지향적 책무성, 전문적 책무성, 도덕적 책무성이 가장 밀접한 관련이 있었으며, 행정적 책무성은 열린교육의 실천의 범위와 한계를 규정짓는 측면이 있었다. 열린교육의 실현을 위한 교육적 책무성 체제의 정립과 관련하여 다음과 같은 사항이 주요한 것으로 논의되었다. ① 책무성은 경제 논리가 아니라 교육 논리를 따라야 한다. ② 열린교육의 실현을 위해서는 책무의 소재가 단위학교 또는 그 이하로 정립 되어야 한다. ② 열린교육의 실현을 위하여 책무범위는 학교 현장 중심이어야 한다. ④ 책무의 기준은 열린교육의 이념에서 정하고 있는 10대 강령이 참고되어야 하며, 교원의 전문성을 계발, 지원하는 것이어야 한다 ⑤ 열린교육에서의 책무성 체제는 교윈의 도덕적 실천을 강화하는 체제이여야 한다. ⑥ 열린교육의 실현을 위한 책무성은 학교 운영의 틀과 기준을 전제로 하는 체제이어야 한다. 주로 문헌연구에 의존하고 있는 이 연구의 한계점을 극복하고 열린교육의 실현 위한 책무성 체제의 정립에 관한 논의가 보다 종합적으로 전개될 필요가 있으며, 구체적인 기준과 절차 조치 등과 관련한 조사연구 등이 기대된다.

This paper concerned on the accountability systems of teachers who performed Yeolin Education in the classroom and schools. The purpose of the study was ① to find the conceptual relations between Yeolin Education and teachers' accountability, ② to search the accountability types appropriate for the concepts of Yeolin Education, and ③ to discuss and establish the accountability system for the effective realization of Yeolin Education. The main results of the study was as follows. Yeolin Education and educational accountability had the same base of choice and responsibility within their concepts. Yeolin Education had deeply intimate relationships with the concepts of the client-oriented, professional, and moral accountability, which could be performed basically on the administrative accountability. For the realization of Yeolin Education, the accountability systems should be established, by considering the follows. ① The accountability should be considered and established by educational logics, not by the economic logics ② The location of the accountability should be set to the school and/or the small level of the school ③ The range of the accountability should be centered on the real school site. ④ The criteria of the accountability should refer to the Ten-code of Yeolin Education, develop and support the professionality of the teachers ⑤ The accountability system should reenforce the orientation which the teachers practise morally. ⑥ The accountability system should be established on the condition of the present rules and criteria in the schools/ The method of this study is dependent only on the literature survey and discussion. The complex study about the establishment of the accountability system, including the problems of concrete accountability criteria, procedure, and treatment, could be followingly expected by using the diverse study methods.
