한국·미국·호주의 대학평가기구 분석을 통한 상호 협력방안 구축 연구

A Study of Developing Cooperative Plans among Korea, The U.S., and Australia by Analyzing Accreditation Agencies of Those Countries

선진국과 개발도상국을 막론하고 양질의 고등교육은 자국의 경제성장에 중요한 요인이라는 인식하에 고등교육의 질 향상을 위한 다각적인 개혁을 추진하고 있다. 그리하여 고등교육기관이나 프로그램에 대한 평가를 통한 개선을 추구하고 있으나, 개별국가의 독자적인 고등교육체제 개혁만으로는 공교육의 수월성 향상에 한계가 있음을 인식하게 되었으며, 이에 따라 각국 고등교육기관 간의 인적·물적 자원 및 프로그램 간 협력 도모의 필요성이 증대되어 왔다. 이러한 필요성에 근거하여, 본 연구는 국제화·개방화 사회에서 고등교육기관 간의 상호인정과 고등교육평가 역량의 극대화를 위한 한국·미국·호주 3개국 평가기구 간의 협력 방안을 탐색·제시하는데 목적을 두고 있다. 이를 위해 먼저 한국, 미국, 호주의 고등교육 평가체제의 현황을 분석?비교하였다. 비교분석 준거로 대학평가의 이념 및 목표, 기본체제, 기구의 성격, 구조, 인적 구성, 평가 내용, 기준 및 방법, 제도 및 운영, 그리고 개선동향 등을 설정하여 이에 기초한 한국·미국·호주지역 국가들의 고등교육평가 체제의 운영 현황을 기술하였다. 둘째, 3개 국가의 평가기구 분석 등을 통하여 대학 평가기구 간의 협력체제 구축방안을 탐색·제시하였다.

The purpose of this study is to develop cooperative plans among accreditation (audit) agencies of Korea, the U.S., and Australia in order to maximize mutual acknowledgement and the capability of universities. For this study, evaluation systems of higher education of these three countries are comparatively analyzed at first. In the analysis, accreditation(audit) systems of those three countries are compared in terms of purposes and goals, basic structures, characteristics, structures, personnel, evaluation content and criteria, procedures, management schemes, and recent trends. Second, based on the result from the comparative analysis of the evaluation systems, strategic plans are suggested to encourage collaboration among accreditation (audit) agencies of those three countries.
