한국·미국·영국의 대학평가 비교연구 - 대교협·CHEA·QAA를 중심으로 -

A Comparative Analysis of Accreditation System among Korea, USA, and UK

고등교육의 중요성이 강조되면서 경쟁력 제고방안으로 많은 국가에서 대학평가를 활용하고 있다. 우리 정부도 대학개혁을 위한 재정지원과 대학평가를 연계하고 있으며, 최근 대학평가를 총괄하는 전담평가기구의 설립을 제시하고 있다. 대학의 자율적 질 관리체제로 시작된 대학평가의 강화는 세계적인 경향이다. 국내 대학평가의 발전방향을 모색하기 위하여 대교협의 평가를 중심으로 미국, 영국의 대학평가와 비교하였다. 국내 대학평가의 발전을 위해서 대학평가수행과 관련하여 자율적 책무성 강화가 요구된다. 평가기구의 위상을 제고하고 평가기구간 협력체제를 마련하며 평가내용과 방법의 개선이 필요하다.

The accreditation is one of the most popular issues in terms of quality control and management of higher education. Also, we need to development of accreditation. The purpose of this study is to analyze three nations evaluation system of university and to give suggestions in order to help development of internal accreditation system. For this study, first of all it analyzed the history of university evaluation system among Korea, USA and UK. Secondly it compared the contents of evaluation system in terms of KCUE, CHEA, and QAA. The implications in order to development of accreditation in Korea are suggested. It is necessary to strengthen an autonomy and accountability of accreditation agencies. It needs to have more authority and independence in evaluating system. In order to maximize effectiveness of university evaluation, KCUE needs to continue its activity with more stability. It is necessary to improve of an evaluation items and process. It needs to make network of an internal and external accreditation agencies. In this case, it is important to role of KCUE because make not an internal network of accreditation agencies.
