외국의 대학원 교육체제 분석 연구: 발전적 대학원 교육체제 구상을 위한 정책적 함의

An Analysis of Graduate Educational System in Major Foreign Countries : Some Implications for Educational Policy

대학원 교육은 고등교육이 국가경쟁력 제고의 핵심분야로 등장하고 있는 가운데에서도 정책과 연구의 관점 모두에서 소홀히 취급되어왔다. 이러한 경향은 세계의 주요 선진국들이 대학원 교육을 수월성의 바탕위에서 과감하게 재정지원과 체제개선이라는 양면의 노력을 통해 꾸준히 경쟁력을 키워온 행로와 대비된다. 이 연구에서는 장구한 역사를 통해 선진적인 대학원 교육체제를 발전시켜왔고 세계적으로도 파급력 있는 대학원 시스템을 가진 미국, 독일, 영국의 대학원 교육체제를 분석하여 그 특징과 시사점을 도출하고자 하였다. 결과적으로 미국으로부터는 선택과 집중에 의한 지원체제 구축과 재정지원의 확충을, 독일로부터는 보다 체계적인 질 관리 체제의 구축을, 영국으로부터는 교육과 연구에서 질적 수월성의 강화와 자율성의 보장을 주요한 시사점으로 제시할 수 있었다. 이러한 선진 3개국의 대학원 교육체제 분석으로부터 향후 우리나라 대학원 교육의 질 제고를 위한 거시적인 정책 방향으로 국제화와 구조조정을 제기하였다.

The graduate education has been neglected for its importance, though it appears to be a focal point for exalting any nation's competitiveness. This kind of trend contrasts with ways the other nations have kept the pace for their competitiveness by means of both financial supports and system improvements based on the pursuit of excellence in higher education. This study is intented to draw any characteristics and implications from an analysis of graduate educational system in the United States, Germany, and England. Consequently, this study suggests the following implications : (1) the building of supporting system and the extended financial support to the graduate schools, based upon the principle of choice and concentration in the U.S. , the construction of systematic quality management system in Germany, and the strengthening of quality excellence in education and research in England. Analyzing three countries' graduate systems, there after, this study recommends the internationalization and the restructuring of graduate educational system as new policy directions for improving its quality.
