영국의 국가교육과정 개정 및 시행 절차 고찰

A Comparative Study on the Procedure of the National Curriculum Revision and Implementation in England.

이 글은 영국에서의 국가교육과정 개정 및 시행 절차를 검토함으써 향후 우리나라 교육과정 개정에 있어서 그 시사점을 얻는 데 목적을 둔 것이다. 영국의 국가교육과정 개정은 전체적인 방향이 먼저 결정되고, 이에 따라 각론 연구가 진행된다는 점에서 외견상으로는 우리의 전면적 개정과 유사한 절차를 따르고 있는 것으로 보인다. 그러나 영국의 국가교육과정 개정 과정은 총론보다 교과별 개정 노력에 좀 더 비중을 둔다는 점에서 우리와 다르며, 특히 국가교육과정이 개발된 이후의 시행 절차는 우리와 상당히 다른 것으로 나타나고 있다. 즉 영국에서는 교육과정 홍보 및 지원, 교과서 보급, 교사 연수 등에 있어서 우리와는 다른 체계를 구축함으로써 국가교육과정의 현장 적합성 및 실효성을 확보하기 위한 노력을 하고 있다. 이러한 영국의 교육과정 개정 및 시행 절차는 향후 우리나라 교육과정 개정 및 시행에 수반되는 정책들을 수립하는 데 있어 시사하는 바가 많을 것으로 보인다.

The purpose of this study is to examine the procedure of the national curriculum revision and implementation in England. The specific questions that this study has treated for the purpose are as follows: firstly, the revision procedure of the national curriculum which has revised three times since 1989 first national curriculum; secondly, the policy of textbook development and teacher training for diffusion of national curriculum; thirdly, some implications for our national curriculum revision and implementation. Through a comparative analysis of England case, this study suggests some implications with which the current procedure of curriculum revision and implementation needs to be reconsidered, as follows. First, the effort for subject curriculum development should be given much more weight. Second, the nation-level system for information and diffusion of national curriculum should be constructed. Third, the current textbook policy should be changed. Fourth, the alternative form for teacher training should be discussed.
