한국 초등교육개혁의 기본 전제와 과제

The Study on the Prerequisite and Task of the Elementary Educational Reform in Korea.

세계 여러 나라는 자국의 여건을 고려하여 끊임없이 교육개혁을 추진하고 있으며, 나름대로 미래 사회에 대처하고 있다. 특히 초등교육을 포함하는 기초교육은 모든 교육의 기초로서 그 중요성에 비추어 더욱 강조되고 있다. 이에 본 글에서는 교육개혁에 대한 교육학적 의미와 성격을 재고(再考)하고, 한국 초등교육개혁의 기본 전제와 앞으로의 과제를 제시하고 있다. 기본적인 교육개혁의 성공 요건을 통하여 한국 초등교육개혁의 기본 전제를 교육개혁의 본질 및 일관성 유지, 초등교육본질에 대한 고려, 진정한 현장중심의 교육개혁, 초등교육에 대한 학문적 연구로 제시하고 있으며, 한국 초등교육개혁이 미래 사회에 대응하기 위해 고려해야할 기본 과제를 초등의무교육 본질의 유지 방향으로, 인성교육 및 안전교육의 강화 방향으로, 기초교육의 재인식 방향으로, 지역사회 중심의 초등학교 역할 강화의 방향으로, 교육자치제하의 교육청-교육대학-현장학교의 연계 강화 방향으로, 초등학교의 구조적 변화 방향으로 제시하고 있다.

Many countries in the world keep driving the educational reform in consideration of their educational environments, and trying to be ready for the future society. The elementary education including basic education has been emphasized as the foundation of all further educations. In this point, this paper aims to reconsider the real meaning of educational reform, and to suggest the basic prerequisite and task in reforming the elementary education in Korea. In this paper, It is suggested the basic prerequisites for reforming the elementary education in Korea as following; maintenance of essence and consistence of educational reform, consideration of the nature of elementary education, real educational reform focused on the site, and an academic study of elementary education. And also it is suggested the following basic tasks required to meet the future society; in terms of maintaining the nature of elementary compulsory education, reinforcing the education of personality and safety, reconsidering the basic education, reinforcing the role of elementary school in the local community, reinforcing the relationship among the office of local education, university of education and educational field under the educational autonomy system, and in terms of structural change of elementary school. Surely, nothing is more important than preserving the educational essence in the educational reform.
