A Study on the Performance Measurement of PBLIS Using BSC

본 연구의 주된 목적은 PBLIS의 성과측정을 위한 BSC의 적용(이하 PBLIS-BSC)을 검토하고 이를 바탕으로 하여 PBLIS-BSC기반의 균형적 모형의 개발 및 이에 대한 인과관계를 규명하여 차후 공공부문 정보시스템의 성과측정에 바람직한 방향을 제시하는 것이다. 이러한 목적을 달성하기 위해 본 연구는 전략적 측면에서 BSC를 이용한 PBLIS의 성과측정 모형을 개발하였다. 개발된 모형은 고객관점, 행정성과관점, 내부관리과정 관점, 그리고 학습 및 기반관점을 이루어 졌으며, 각각의 관점은 성과측정이 가능하도록 측정요인 및 측정지표의 개발이 이루어졌다. 분석결과는 학습 및 기반 관점이 모든 관점에 선행하는 성과동인으로서 작동하는 인과관계를 파악하였고 다차원적인 공공부문정보시스템 성과간의 상호관련성을 확인하였다.

The primary purpose of this study is to explore the applicability of the BSC(Balanced Scorecard) for the performance measurement of PBLIS(Parcel Based Land Information System), to build a BSC-based balanced model and measurement indices of the PBLIS, and to present desirable directions of the performance measurement of the information system of the public sector through finding causal relations among factors in the model. To achieve these goals, this study has built a PBLIS model for performance measurement with the BSC on the strategic side. The model consists of the customer perspective, the administration performance perspective, the internal management process perspective, and the learning and basis perspective. Each perspective has measurement factors and indices which can be used to measure the performance. The results of the analysis show that the learning and basis perspective operates as the driving force for performance prior to all the other perspectives and the multidimensional interrelationships exist among the information system performances in the public sector.
