토지관리분야의 민관협력(PPP) 활성화

Activating on Public-Private Partnership in Land Management

공공재에 대한 새로운 인식의 변화는 민영화와 민관협력에 대한 관심이 고조화 되고 있다. 따라서 국?내외 민관협력의 실제와 전망을 통한 민간부문의 참여 영역을 재조명하여 토지관리 분야의 민관협력에 의한 민간부문의 참여를 활성화하는데 연구 목적을 두고 있다. EU국가의 민관협력의 사례와 국내 민관협력의 사례를 검토한 결과를 토대로 민관협력 활성화를 위하여 공공부문?민관협력부문?민영화 부문의 영역을 조정하였다. 첫째, 공공부문은 공공의 통제가 문제시 될 수 있어 민관협력 및 민영화가 바람직하지 않은 영역, 둘째, 민관협력부문은 비록 공공재의 성격을 갖고 있지만 목표실현을 위한 수단에 관련된 사업 혹은 업무로 기술적 성향의 영역, 셋째, 민영화부문은 공공의 통제가 비교적 문제가 되지 않는 것으로 경쟁이 불가피한 영역으로 정리된다.

The change of consideration in public goods bring about a keen interest that impose a need for the participation of private sector to working concerning land management. In this context, the purpose of this study is to provide an alternative that reinforce the participation of private sector by comparing and analyzing the case of public private partnership(PPP) in korea and the EU countries. The results of comparative analysis are as follows; First, public sector is the area of legal process that can not manage and control the activities of the privatization and PPP. Second, public private partnership is the area of technical process that has an inclination of public goods and a hand in the means of goal achievement. Third, private sector is the area of technical process that can manage and control the activities by government.
