PDA를 활용한 지적측량기준점 조사 개선 방안에 관한 연구

지적측량기준점의 정확도는 국민의 재산권과 매우 밀접한 관계가 있으므로 지적측량기준점의 효율적인 관리와 활용은 매우 중요하다. 지적측량은 지적도에 등록된 경계를 지상에 복원하는 기초적인 업무를 수행하고 동일한 위치를 반복하여 복원하기 때문에 지적측량기준점 성과는 정확하게 유지되어야 한다. 국가에서는 지적측량의 정확도를 제고하기 위하여 매년 지적측량기준점 유지실태를 조사하고 있으나 조사방법, 인력부족 등으로 정확한 조사에 많은 어려움이 있다. 이에 본 연구는 현재 운영되고 있는 지적측량기준점 조사체계의 문제점을 해결할 수 있는 방안으로서 출장지역 내에 있는 지적측량기준점을 수시로 조사할 수 있도록 언제 어디서나 시간과 장소를 구애받지 않고 사용할 수 있는 PDA 활용 방안을 제시하였다. 본 연구에서 제시된 방안을 수행할 경우, 서로 다른 시간에 발생하는 다양한 항목의 비용편익을 현재가치로 환산하면 15년 후 2.12배, 5년간 투자대비 이익률은 49.17%, 투자에 대한 이익 환수기간은 3년으로 분석되었다.

As the accuracy of the cadastral control points is related with the property rights of the citizens, their proper maintenance is required. As the cadastral surveying performs the basic operation of restoring boundaries on land registration maps and determines the same position repeatedly, the result of cadastral control point should be kept accurate. The government inspects the condition of cadastral control points annually in order to maintain the accuracy, however the limitations of the methods and the shortage of human resources make the inspection processes difficult. In order to solve the problems of current survey system, this study presents a method to use PDA with which they can survey the control points within the area under their charge anytime they want on the site. If the benefits earned from the suggested method in the study is computed using cost-benefit analysis, the following results are presented: the present value is 2.12 times after 15 years, the profit rate is 49.17% from 5-years ROI analysis, and pay-back period is 3 years.
