Shortcoming and its Solution for the TBT and SPS in WTO

Korea Economy has been faced with the "nut-cracker" situation which Korea must overcome, by between the price advantages by China and quality advantages by Japan since 1990's. Thus Korea governmental authorities, such as MCIE(Ministry of Commerce. Industry and Energy) and MIC (Ministry of Information and Communication), try various effort to solve these kinds situations through the ten kinds of growth power for next generation and strategy for IT 839, which is focused on IT and BT industry respectively, Importance of international standards are, however. emphasized in these industry, These standards may be classified in de jure standards and de facto standards. While international trade have been doing based on de jure standards in the traditional economic environment. trade by de facto standards. which is effected by rapid technical evolution and some big corporations. have been dominated in IT and BT industry nowaday. The important issue in the situation, is that SPS and TBT in WTO may role as new trade barrier some thing like duty barrier in traditional trade. Furthermore, though relative industry in Korea have been doing Catch - up strategy until now, it is almost impossible from now on. Therefore, Korean industry must suggest proper solution to increase our competitiveness by adopting these standards as soon as possible both in governmental and industrial levels.
