Which system to pursue for a more effective primary school English teaching: the specialist teacher system

The Ministry of Education and Human Resources has advocated the specialist teacher system as to who should teach primary school English since the introduction of the subject at the primary school level. However, in practice, the system has never been fully adapted for the past 9 years. This study examines the reasons for the unstable practice of the specialist teacher system. It also calls for the attention to a big change in the environment of teaching primary school English, that is, an adequate supply of teachers trained to teach the subject. With this change in mind, it proposes that the class teacher system, rather than the unstable specialist teacher system, be pursued for more effective primary school English teaching/learning and pre-service teacher training. In order to support that stance, the merits of the class teacher system which will be conducive to better learning opportunities, will be presented based on related previous studies. A questionnaire survey study was conducted to tap the influence of the specialist teacher system and the class teacher system on pre-service teacher training.
