마하티르 執權 末期의 危機深化와 政治構圖의 再編

본 논문은 동아시아 경제위기 이후 마하티르정권이 택한 위기극복의 정치적 대응양식 및 정치변동의 가능성에 대한 심층적 분석을 시도한다. 이를 통하여 본 논문은 외견상 성공적으로 비춰졌던 마하티르정권의 '위기관리'의 정치가 내면적으로는 어떻게 '위기심화'와 새로운 정치적·사회적 갈등구조의 창출로 전개되었으며, 새롭게 형성된 갈등구조는 향후 말레이시아 정치체제의 변동에 어떠한 영향을 미칠 것인가에 대한 이해를 구하고 있다. 경제위기 이후 위기의 정치적 전환 및 마하티르정권의 대응에 대한 정치적 결과에 대한 실증적 분석은 경제위기 이후부터 1999년 총선이 치러진 시기를 중심으로 이루어졌다. 20세기 종반의 위기심화와 정치변동의 역학관계를 분석함에 있어서 본 논문은 패권적 집권여당인 UMNO 내부의 정치적 균열이 제공하는 정치적 위기와 그 정치적 결과에 주목하고 있다. 이는 민주화 이행과정에 있어서 지배엘리트 내부의 갈등과 분열이 권위주의체제의 붕괴와 체제변화를 야기하는 핵심적 요소 중의 하나로 작용한다는 점을 염두에 둔 것이다. 특히 본 논문은 말레이시아와 같이 패권적인 지배체제가 장기간 지속되는 안정적인 권위주의체제에서의 정치변동을 논하는데 있어서, 경제성장과 정치발전을 매개로한 단선적인 발전론적 접근보다는, 위기상황과 지배엘리트의 분열, 체제변동의 역학관계가 보다 논리적 적실성이 있다는 점에 주목할 필요가 있음을 강조한다.

Regime change in authoritarian state has often been attributed to divisions within the ruling group, especially in countries with a strong tradition of single party dominance. In Malaysia, therefore, a more liberalized political system should be expected from severe factional splits in Malaysia's dominant political party, the United Malays National Organization (UMNO). However, there is little evidence that UMNO factional conflict promoted political liberalization in Mahathir's Malaysia, as noticed in the experience of the 1987 UMNO leadership crisis. The recent factional dispute within UMNO since the 1997 East Asian economic crisis, however, provides another opportunity for reconfiguration of the political landscape of Malaysia. Learning from the experience of 1987, Mahathir made sure that the political opponent, Anwar Ibrahim, was completely isolated from the mainstream of the UMNO politics and, hence, has successfully controlled the crisis situation of 1998. The Anwar episode, however, has drawn the attention of people from very different levels of Malaysian society, especially from the new generation of Malays. What happened after Anwar's downfall can be seen as a transition from 'de-politicization' to 're-politicization' not only in the Malay community but also in Malaysian society as a whole. This article examines the interrelations between factional conflict within the Malay ruling elite and regime change under Mahathir's leadership, focusing the Mahathir-Anwar leadership tussle in the late 1990s.
