성 인지적 예산의 제도화 필요성과 방안 모색

A Study on the Institutionalization of Gender Sensitive Budgets

이 연구의 목적은 우리 사회에서 정책 의제로 제시된 성 인지적 예산의 제도화의 필요성을 제기하고 제도화 방안을 모색하기 위해 시도되었다. 2002년 국회의 결의안과 2003년부터 시작된 제2차 여성정책기본계획에 의거한다면 성인지적 예산편성을 위한 제도적 준비가 진행되어 왔어야 했다. 그러나 성 인지적 예산에 대한 연구가 미진함에 따라 제도화의 필요성이나 방안에 대한 논의가 불충분하게 이루어지고 있다. 이 글은 성 인지적 예산이 단지 예산사업에 대한 성별분석에 그치는 것을 넘어서서 예산과정 차원에서 접근되어야 한다고 본다. 이를 위해 성 인지적 예산의 의미를 재정의하고, 성 인지적 예산 제도화의 국내외적 필요성과 예산 과정에 성 인지적 관점을 통합시키기 위한 구체적인 과제들을 제시하였다. 예산과정에의 성 인지적 관점의 통합이 실제 정책 작업 과정에서 실효성을 갖기 위해서는 성 인지적 예산의 제도화의 법적 근거를 마련할 것을 제안하였고 구체적으로는 예산원칙에 성별 형평성을 포함할 것과 성 인지적 예산·결산 보고서 등을 제시하였다.

The purpose of this research is to explain the need for the institutionalization of gender sensitive budgets and to propose how to do. 'Gender sensitive budgets' as a policy agenda began after the Resolution of the National Assembly in 2002. According to the second Basic Plan of Women's Policy in 2003, the institutionalization should have been prepared, but this has not happened yet. There are some reasons for the lack of progress (the concept of gender sensitive budgets is not familiar with policy makers) and they have not regarded this agenda as an important thing. It also can be understood as a kind of gender politics. Gender sensitive budgets are an important issue in national and international forums and they are needed to be discussed more. In this paper, I will approach meaning of gender sensitive budgets in the budgetary process including gender analysis on budgets. First, I will redefine gender sensitive budgets and explain the need for the institutionalization in the Korean situation and then I will propose how to implement them. My proposal is to make budgets gender sensitive. The articles of law related to gender sensitive budgets (i.e. the gender sensitive budgets as budgets principle, gender sensitive budgets statement and gender sensitive performance report) must be included in the Act on finance. This will make the budgetary process more gender sensitive, and the gender sensitive budgets will be produced as a result of that.
