공·사 영역의 변화와 ‘가족’을 넘어서는 가족 정책

The Change of the Public/Private Spheres and Family Policies beyond 'the Family'

가족정책의 전통적인 패러다임은 정상 가족(normal family)을 지지, 유지하는 동시에 공·사 영역(public and private spheres)의 분리를 전제로 구성되어 왔다. 즉 지금까지의 가족 정책은 정상 가족의 해체를 예방하거나, 문제 가족을 소극적으로 지원하고, 가족 문제를 ‘가족’ 내에서 해결하는데 중점을 두어 왔다. 그러나 21세기 글로벌 경제 체제에서 진전되고 있는 일상생활과 노동시장의 변화는 ‘가족’ 개념과 가족 정책에 대한 새로운 사고와 접근을 요구하고 있다. 이 글에서는 21세기 가족 변화의 배경과 성격을 일과 가족의 근대적 조합에 대한 도전, 젠더구조의 불안정성, 핵가족의 불안정성으로 보고, 이에 대응할 수 있는 ‘가족’에 대한 급진적 사고로의 전환과 이를 토대로 가족정책의 대안적 패러다임을 모색하고자 하였다.

The traditional family policy has been formed to support and maintain "normal families" on the premise of separation of public and private spheres. Moreover, family policy has focussed on preventing the disintegration of the normal family, supporting problematic families passively, and solving family problems in the boundary of the "family". However, the ongoing changes in everyday life and the labor market in the global economic system in the twenty-first century demand new views and approaches on family policy as well as an alternative concept of "family". In this paper, the background and characteristics of the changing family in the twenty-first century are viewed as a challenge to the modern combination of work and family, and the instability of the gender system and the nuclear family. Based on such views, the transition to a radical thinking on the concept of family and alternative paradigms of family policy will be explored. This paper categorizes and analyzes the issues of family policies such as 1) the separation of work and families; 2) the conflict of work and familyⅠ: the competition of the motherhood right and the labor right; 3) the conflict of work and familyⅡ: the change of intimacy and the void of care. Based on these analyses, I suggest these policies beyond 'the family': 1) the reintegration of work, families and local communities; 2) the extension of notion of the family(household) redefining the border of the family as well as the diversity of the family form 3) the spread and the institutionalization of care.
