이 논문은 1997-1998년 한국경제의 위기 속에서 추진된 경제개혁을 총체적으로 분석 평가하고, 민주적 정책과제를 제시하고자 한다. 이를 위해 먼저 경제위기의 성격과 김대중 정부의 경제개혁 정책 기조를 밝히고 금융구조조정, 기업구조조정, 노동시장 구조조정, 공공부문 구조조정 등 4대 부문 구조조정을 중심으로 경제개혁 정책의 성격을 분석할 것이다. 이어서 이러한 경제개혁이 어떠한 결과를 초래하였는지 그 공과를 평가할 것이다. 끝으로 이러한 정책분석에 기초하여 기존의 한국경제 발전모델과는 다른 대안적 발전모델을 위한 정책의제를 제시할 것이다.

This paper tries to evaluate the economic reforms of Korean government faced with 1997-1998 economic crisis. Moreover, this paper suggests some democratic policy agenda for the Korean economy. Firstly, the characteristics of economic crisis and keynotes of economic reforms in Kim Dae-Joong government will be investigated. Secondly, the main characteristics of economic reforms focused on four main restructuring such as financial restructuring, corporate restructuring, labor market restructuring and public sector restructuring are analysed. And, the performances of these economic reforms are also evaluated. Lastly, on the basis of the analysis of the policies of the economic reforms, the policy agenda for the alternative development model for Korean economy beyond the existing development model would be presented.
