장애인등록제도에 대한 특수교육교사의 인식 및 활용

Perceptions and Use of Disability Registratio by Nationwide Special Education Teachers in Korea

본 연구는 장애인등록제도에 대한 전국 특수교육교사의 인식과 활용에 대해 그 실태와 문제점을 파악하기 위해 시도된 첫 번째의 조사연구이다. 본 연구의 목적은 장애인등록제도에 대한 인식은 어떠하며, 담당학생들의 장애인등록 현황은 어떠하며, 특수교육 실제에서 장애인등록제도를 어떻게 활용하고 있고, 어떠한 문제점들을 지적하며, 장애인등록제도가 특수교육분야와 관련되어서는 어떻게 개선되어야 하는지를 특수학교와 특수학급 교사를 대상으로 전체 의견과 이 두 집단의 차이를 질문지 연구조사법으로 조사하여 기초 자료를 제공하는 것이다. 전국 특수학교와 특수학급 교사를 지역과 학교과정별(초등, 중등부, 고등부)로 층화표집하여, 총 296명의 자료(특수학교 192명, 특수학급 104명)가 분석되었다. 특수교육교사의 장애인등록제도에 대한 정확한 지식 부족, 담당학생의 장애인등록의 적절성 문제, 담당학생의 장애인등록활용 실태의 문제, 학령기 아동 및 청소년을 위한 장애인등록제도의 문제와 개선방안이 논의되었다. 본 연구는 장애인등록제도가 특수교육분야와 접목한 부문에 대해 특수교육교사가 지각한 장애인등록제도의 현행 쟁점과 개선방향에 대한 제언을 처음으로 제시하는 의의를 지닌다.

This is a first nationwide research which surveyed special education teachers' perceptions and use of the system of disability registration in Korea. The purposes of this study are to investigate special education teachers' knowledges and perceptions on the regulations of disability registration; the current status of the disability registration of the students with special needs in their special classes; use of the disability registration in the special education implementation; and problems and improvement needs of the system of disability regulations from special education teachers' perspectives. The survey responses were compared by two groups of the special education teachers: ones in regular schools and the others in segregated special schools. The respondents were 192 teachers from special schools and 104 from special education classrooms in regular schools, who were stratified sampled based on the locations and levels of teaching(primary, junior high, and senior high). The results were discussed on practices, uses, problems and suggested improvements of the disability registration. This research has a significance as an original study in Korea investigating perspectives, practices and applications of the disability registration regulations to the special education field from special education teachers' perspectives.
