충북 중소기업의 경영환경과 경영성과 분석

The Management Environments and Managerial Performances of Chung-buk Midium-small Sized Firms

충북 기업경영 환경에 대한 평가에 있어 2002년 기준으로 전국 GRDP 대비 충북비중이 3.5%인 점을 고려하여 기술적 분석(descriptive analysis)을 하였다. 분석결과 SOC 등 하드웨어적인 인프라는 매우 양호한 것으로 나타났으며, 마케팅, 연구개발, 인적자원, 금융 및 교육환경은 다소 열악한 것으로 분석되었다. 따라서 향후 기업의 경쟁력이 지식에 의해 좌우된다는 점에서 제도적인 측면에서의 지원이 필요하다. 이러한 사실은 충북 기업경영성과의 실증분석에서도 드러나고 있는데, 먼저 생산함수 추정에 있어서는 종업원수가 생산기여도가 가장 높은 것으로 드러나 인적자원의 활용이 가장 중요한 과제로 부각되었다. 그러나 연구개발투자도 양(+)의 값을 보이고 있어 생산기여도가 긍정적이었다. 그러나 이윤함수를 추정한 결과 연구개발투자가 가장 높은 이윤기여도를 나타내고 있어 충북의 산업구조가 상당부분 지식집약 및 기술집약적인 구조로 이행하고 있음을 보여주고 있다. 한편 제도적인 측면에서 규제가 작을수록 이윤의 증가를, 금융지원보다는 조세지원제도가 이윤에 양의 효과가 있음을 알 수 있었다. 이상의 결과로부터 충북 기업의 경쟁력을 증진시키기 위해서는 인프라의 구축도 필요하지만 인적자원의 양성 및 활용, 제도적인 측면에서의 적극적인 지원이 필요할 것이다.

This paper analyzes the managerial environments and performances of Chung-buk midium-small sized firms by two methods. Firstly, evaluation of Chung-buk firms' managerial environments is carried out by descriptive analysis of k% rule, which is based on 3.5%, Chung-buk. GRDP ratio of Korea. The results are that hardware infrastructures including SOC are very excellent, but soft structure including marketing, R&D, human resources, financial and educational environments are somewhat poor. Secondly, I derived estimation equation and estimated Cobb-Douglas type production and profit function. The empirical results as follow. At the production function estimation, workers' contribution to production is highest, so manpower development and training is raised as a primary policy goal. But at the profit function estimation, there are somewhat different results, which R&D's contribution to profit is very high. And I found that the smaller regulation on firms leads to higher profit. Also from the firm's support system, I found that tax support system is more effective on profit raising than financial support system. Policy Implication of the analysis results are that we should train human resources and positively give institutional support in order to increase firm's competitiveness of Chung-buk.
