대학 구조개혁 방안 ― 정부방안의 쟁점과 과제 ―

The issues and tasks of the university structural reform measure

이 연구는 2004년 12월 28일 교육인적자원부가 발표한 .대학 구조개혁 방안.의 배경과 내용을 분석하여 방안의 쟁점과 과제를 제시하고자 하였다. 대학의 경쟁력 강화를 위한 피할 수 없는 선택으로서의 구조개혁 방안의 배경은 ① 사회경제적 측면, ② 국제적 동향 측면, ③ 대학자체적 측면, ④ 대학정책적 측면 등 4가지 측면에서 살펴볼 수 있다. 또한 .대학 구조개혁 방안.은 목적, 방향과 전략 그리고 세부 추진방안 등으로 구성되어 있다. 정부가 추진하고자 하는 방안의 구체적인 내용은 ① 국립대학 구조개혁, ② 사립대학 구조개혁, ③ 대학원 구조개혁 등 3가지로 되어 있고, 이를 촉진하기 위한 제도보완책과 재정지원 방안이 부가적으로 제시되어 있다. 방안의 분석 결과 본 연구는 ① 정책의 정당성 확보, ② 정책 목적의 명료성, ③ 방안의 방향과 전략의 유효성, ④ 추진내용의 현실적합성, ⑤ 대학 지배구조 변화실험의 성공가능성 등을 쟁점으로 제시하고, 이를 위한 과제들을 논의하였다.

This study analyzes the backgrounds and contents of the 『University Structural Reform Measure』promulgated by the Ministry of Education and Human Resources Development in December 28, 2004, discusses the issues of the Measure, and suggests its tasks. In this study the backgrounds of the Measure for strengthening university competitiveness can be viewed from the perspectives of ① socio-economic conditions, ② international trends, ③ university itself, and ④ higher education policy. The Measure is composed of the goal of structional reform, its directions and strategies, and its implementation plans. The plans details structural reform ideas for national and private universities, and graduate schools, and additionaly suggests institutional alternatives and financial aids for boosting the reform. Analyzing the Measure, this study discusses such its issues as ① securing the legitimacy of the Measure, ② clarifying its goal and objectives, ③ the effectiveness of its directions and strategies, ④ its applicability to reality, and ⑤ the successfulness of attempting structural changes in universities. Lastly, some tasks for solving the issues are recommended.
