A Study of Income Maintenance Programs for Female Based Families in the United States

It is well said that the poverty population in the States may be composed solely of women and their dependent children by the year of 2000. These families are handicapped by child care costs, lack of marketable skills, and the wage and job discrimination. Thus, they are highly vulnerable to poverty. Is it possible to make sense to set for those on welfare a policy goal of economic self-sufficiency? This paper assumes that income support policies supporting female based families were poorer than policies undergirdling male based families. This paper attempts to study the American income support programs, Aid to Families with Dependent Children and Survivor Benefits. This study represents that the poverty of female based families is not a new problem and rather long neglected. Anti-poverty efforts developed along with individual fault paradigm and structural fault paradigm. Certainly both paradigms have neglected female householders, even though the American social policy planners knew that in 1930 they were already the largest group of the very poorest in the country. Survivor Benefits were planned to supplant ADC (later AFDC), but figure shows less than half of ADC recipients were widows and their families. The American society still defines women's place as the home, caring for the children, yet women who receive public assistance are held responsible when they fail to find jobs, fail to earn enough, and fail to provide child care. This study concludes that one way for policy to impact the income and work load discrepancies women face is to reform the existing program designed to help poor female based families though market, voluntary, or public auspices, or any combination thereof and to develop a new income maintenance paradigm, Parent's Wages and Wages for Household Work, which it argues offers the most potential, but is still in need of further substantive studies and elaboration. Even in Korea, the size of female based families has been significantly increasing in relation to family disorganization. Nothing has been done much to these families but offering institutional care on the basis of child charity paradigm. We don't have to repeat fault paradigms shown in the States. Though far away it is from now on, various efforts are in need of further study on cross-cultural country case studies as well as supracultural research for the sake of our best suitable income maintenance paradigm. This writer will continue to study further on a new income maintenance paradigm in the context of the U.S.A. as a means of achieving equality and welfarism whether it is applicable on this or that corner of the world. Any sort of discrimination should no doubt be rooted out in this modern era, surely needing division of labor between sexes as well as between the haves and the have-nots.
