글로벌 인터넷 거버넌스의 형성과 동아시아의 대응: WSIS와 ICANN 사례를 중심으로

The Global Internet Governance and the East Asian Response

  본 연구는 정보기술의 발달과 더불어 형성되는 글로벌 인터넷 거버넌스의 구도는 어떻게 형성되고 있으며 이에 대응하는 동아시아 국가 특히 한국, 일본, 중국의 지역 네트워크는 어떻게 이루어지는가를 논의하였다. 글로벌 인터넷 거버넌스의 구체적인 사례로서 정보사회를 위한 세계정상회의(World Summit on Information Society, 이하 WSIS)와 국제인터넷주소위원회(The Internet Corporation for Assigned Names and Numbers, 이하 ICANN)에 주목하고 있다. 사이버공간에서의 초국가적인 문제의 등장은 주권국가뿐만 아니라 국제기구, 시민사회와 같은 다양한 행위주체들이 상호협력하고 정책을 조정하는 글로벌 인터넷 거버넌스를 형성시키고 있다. 그런데 특이한 것은 이와 같이 글로벌 거버넌스를 건설하려는 노력이 있는 한편으로 지역적 차원에서도 국가간 협력과 시민사회의 연대를 통해 지역 차원의 협력을 도모하고 있다는 점이다. 본 논문은 글로벌 차원에서 진행되고 있는 인터넷 거버넌스와 더불어 동아시아 지역 차원에서도 협력이 도모되고 있는 이유는 무엇이며 이러한 지역 협력의 성격은 어떤 것인지를 논의하였다.

  This research deals both with how the structure of the global internet governance following the development of information technology is being formed and with how the regional network of the East Asian states, especially Korea, Japan, and China is being built in response to it. This study pays attention to "The World Summit on International Society(WSIS)" and "The Internet Corporation for Assigned Names and Numbers(ICANN)" as concrete examples of the global internet governance. The emergence of the transnational matters in the cyberspace has been shaping the global internet governance which makes the various actors such as not only the sovereign states but the international organizations and civil societies cooperate together and coordinate their respective policies. What is peculiar to this trend is that while, on the one hand, there are efforts to build the global internet governance, there are endeavors to promote the regional cooperation through the cooperation of the states and the solidarity of the civil societies on the other. This paper attempts to clarify the reasons why the cooperation in the East Asian region and the global internet governance is promoted and the nature of this cooperation.
