운동조직을 통해서 본 일본의 시민운동

A Study of Japanese Civil Movements Specially Focused on the Change of Civil Network

  이 논문은 일본시민운동의 기반을 이루는 운동조직을 중심으로 특히, 시민운동과 주민운동, NPO와 자원봉사에 있어서 조직형태와 네트워크의 변화를 살펴보고자 하였다. 일본형 시민운동의 활동조직은 정내회형, 협의회형, 네트워크형 등의 다중적인 구조로 이루어지고 있으며 지역별 특성이 두드러지고 있다. 일본의 시민운동은 일본의 보수형 공동체문화에서 제약을 받으면서 성장하였으며 그 영향은 오늘날까지 이어지고 있다. 1970년대 일본정부의 코뮤니티운동은 주민조직의 새로운 변화에 대응하고자 했던 일본정부 노력의 일환이었다. 1990년대 들어 일반시민의 자원봉사를 기반으로 한 NPO 활동이 크게 증가하였고, 점차 지역외부와 연대를 모색하는 코뮤니티형 조직이나 시민운동이 늘어나고 있는 특징을 보이고 있다. 따라서 조직형태의 변화가 향후 일본시민운동의 활성화 여부에 미칠 영향이 주목된다.

  Though many academic attempts in Korea have been made to explain “Why Japanese civil movements were so conservative”, Only a few theory has proved to be effective. It is in this regard that this study aims at finding out the structure of civil network as the basis for civil movements in Japan. For this purpose, this study analyzes the meanings and the characteristics of civil network in urban and rural Japanese areas from 1960’s to 1990’s.   This study concludes that the pattern of civil network is composed of various form like chonaikai, committee, network. And it has been changed by the local variable. From the 1990’s the volunteer leading NPO has sharply increased and so community centered NPO. Now it seems clear that We should pay much attention to how the change of civil network pattern will influence on Japanese civil movement.
