불법주차 규제정책에 관한 연구

A Study on Restriction Policy of Illegal Parking

우리나라에서 도시지역의 불법주차 문제는 자동차의 급격한 증가와 함께 심각해지기 시작하였다. 문제점을 인식한 정부는 장래의 주차수요에 대비한 대책을 내놓고 있지만 지속적인 자동차 대수의 증가로 불법주차는 증가하고 있다. 불법주차는 주차시설 및 공간의 부족으로 발생하며, 운전자 및 보행자 안전 위협, 거주지 접근 장애, 상업지역 하역공간 부족, 간선도로 소통장애를 야기함으로써 사회적 문제가 되고 있다. 불법주차를 억제하기 위한 전략이나 수단으로 주차장 건설 촉진, 주차단속 강화, 통행차량의 통제 정책 등이 활용되고 있으나 주차공간의 제공이나 도로공간의 활용에 있어 효율적이지 못한 실정이다. 이러한 문제점을 해결할 방법은 다음과 같다. 주차장 수급문제 해결을 위한 주차시설 공급 및 수요 억제 제도 개선, 주차단속 제도 정비, 주차시설·환경 개선, 교통문화 선진화 등 종합적인 주차정책을 통하여 도로활용의 효율성을 높여 제 문제를 해결해야 할 것이다.

Illegal parking has been a big problem in Korea. To resolve the parking problem, the city government should provide more parking facilities and at the same time should impose pertinent regulation on illegal parking. They illegally park their cars on the street because of the lack of parking space. This situation causes traffic jam and may cause traffic accidents, thus injuring drivers and pedestrians. Moreover, illegal parking would prevent 911 ambulance vehicles from passing the road and cause another accident. Neighbors are competing fiercely one another to get a parking place. This act destroys the community's cooperative spirit. The illegal parking problem is getting worse as the police officials perform their enforcement of illegal parking. So, lots of drivers ignore traffic regulation. The ideas for resolving these kinds of problems are the following : we need to a lot of parking lot by introducing parking permit for residents. The case of a easy city, seeing a making space is extremely expensive. It is time to change parking culture of citizen and to use parking facilities effectively. So, this study try to find solutions of illegal parking problems with reference books, questioner of several groups, specialists' opinion and etc. Second, I think we need to secure our own parking lot by paying our money and to solve sleeping car's problem in resident area. In case of commercial area, we have restrain parking facilities in the long run and install parking meter machine for cars for a few minutes. Another way is to let the drivers park their cars at the side of principal road at night. Third, we should control illegal parking thoroughly to be kept traffic regulation. We should tow and clamp a illegal car and need to use high teaching such as CCTV. We have to increase fine and introduce system of penalty point. So, let them keep the law. Fourth, we need to introduce parking information system to help convenience of drivers like England and Japan. It makes them reduce the volume of traffic and save their precious times by giving them place and information of parking at and time. And we set up traffic safety facilities such as bollard, hump, chocker and so on to prevent illegal parking .And we should operate general parking information center and let them know parking lot and enforcement information. It will help drivers effectively. Fifth, government should educate traffic safety demage of illegal parking and keeping basic order from the children to getting driver licence for changing parking paradigm and advancement of parking culture. Last, illegal parking matters are complicated problem related with politic economy, society, culture, and environment. These policies including citizen consciousness, parking condition, improvement of parking facilities and parking enforcement. Based on this study, I hope many research will be continued in detail.
