지방자체단체 평생교육 관련 조례의 평생교육 추진체제 분석 연구

The Analysis of Lifelong Education Advancement System by Local Government Shown in Lifelong Education Related Regulations

  이 연구는 우리나라 기초자치단체 평생교육 관련 조례 분석을 통하여 각 지자체 평생교육 추진체제를 분석하고 이를 토대로 지역 평생교육 추진체제 구축을 위한 지자체 평생교육 관련 조례제정 방향을 제시하기 위한 목적으로 이루어졌다.   현재 각 지자체의 평생교육 관련 조례에 반영된 지자체 평생교육 추진체제의 일반적 구조는 지자체장이 지자체의 평생교육 사업 추진 책임자이며, 지자체장의 평생교육 계획 수립과 의사결정의 협의ㆍ조정ㆍ자문 기구로 ‘평생학습협의회’와 같은 협의체가 설치되어 있고, 평생학습원, 평생학습센터 등의 지자체 평생교육 추진시설이 설치되어 있다. 또한, 이 같은 평생교육 추진시설 운영 사항의 협의ㆍ조정ㆍ자문 기구로 평생교육시설 운영위원회가 설치되어 있다.   현행 지자체 평생교육 관련 조례에 나타난 지자체 평생교육 추진체제는 각 지자체의 평생교육 사업의 원활한 추진을 위해 필요한 사항이 보완되어야 하는 부분이 있다. 특히 향후 지자체 평생교육 관련 조례 제정에 있어서는 지자체의 평생교육추진주체, 평생교육추진시설, 의사결정기구, 평생교육지원 내용 등 각각의 부분에 대한 구체적 명문화가 이루어져야 한다.

  This research has been performed for the purpose of presenting ways to improve the lifelong education advancement system and to amend the related regulations based on the analysis of the system by each local government through the analysis of related regulations of our country"s local autonomies.   Presently, the general structure of local lifelong education advancement system reflected on the related regulations by each local government is such that local government head is in charge of its lifelong education operation, conference bodies such as ‘lifelong learning association’ has been established as conferenceㆍsettlementㆍ consultation structure for establishing lifelong education plans and making decisions by local government head and local lifelong education advancement facilities such as lifelong learning institute or lifelong learning academy have been established. Also, as a conferenceㆍsettlementㆍconsultation structure for operating such facilities, the lifelong education facility operation committee has been established.   The lifelong education advancement system shown on current regulations related to local lifetime education is in need of repletion for the smooth advancement of lifetime education operation by each local government. Therefore, the necessary details would have to be supplemented according to each local government"s situation for future enactments of regulations related to local lifelong education.
