국가 평생학습 정책 분석 - 2006년 교육인적자원부 정책을 중심으로

An Analysis of National Lifelong Learning Policy - Focus on the Annual Plan for 2006 by the Ministry of Education & Human Resources Development

  교육인적자원부의 2006년 주요업무계획은 올해 추진할 국가 교육정책 방향 및 과제를 제시하고 있다. 본 연구는 정부의 주요업무계획을 통해 우리 나라 평생학습정책의 현황을 진단하고, 올해의 평생학습정책내용을 분석하였으며, 이를 바탕으로 평생학습정책 방향 및 과제를 모색하였다. 향후 중점 추진되어야 할 정책으로서 ‘학습국가 구축을 위한 마스터플랜 마련’, ‘국가 평생학습추진체계의 네트워크 강화’, ‘평생학습정책 전담기구의 기반 강화’, ‘평생학습관점에서의 학제개편 추진’, ‘지역평생학습 추진주체간 파트너십 형성’, ‘평생학습도시의 확산 및 질적 제고’, ‘방과후 학교의 활성화’, ‘대학의 성인교육 참여 확대’, ‘교육복지사업간 연계 강화’, ‘여성 및 노인 등 소외 계층 평생학습 지원’ 등 10개 과제를 제시하였다. 이 과제들은 국가경쟁력 제고를 달성하기 위한 학습전략의 핵심으로 향후 주요한 정책과제라 할 것이다.

  This study reviews the progress of Korea"s lifelong learning policies and examines lifelong learning policy based on the 2006 annual plan of the Ministry of Education & Human Resources Development. As a future development of lifelong learning policy, the study suggests the following tasks: 1) to prepare a master plan for building learning society; 2) to build a strong network for national lifelong learning system; 3) to solidify a basis for an establishment that assumes full responsibility for lifelong learning; 4) to reform a school system from a perspective of lifelong learning; 5) to form a partnership among local lifelong learning entities; 6) to increase the number of learning cities and to enhance their qualities; 7) to activate local lifelong learning by utilizing schools; 8) to expand participation of higher education in adult education; 9) to strengthen a collaboration among various education-welfare support systems, and 10) to provide lifelong education to women and the old, so-called, the disadvantaged. These are the policy directions that should be taken as a learning strategy to improve national competitiveness.
