The Problems of Reconstruction Regulation

1. CONTENTS (1) RESEARCH OBJECTIVES In the future, reconstruction will be the most useful one among the housing development methods in Seoul. But our government is enforcing the strong regulations on reconstruction recently. In this paper, I am going to research whether these regulations are valid or not. (2) RESEARCH METHOD I will investigate the validity of reconstructive regulation from theoretical aspects. (3) RESEARCH RESULTS According to the result of research, the reconstructive regulation devices enforcing at present were identified as very wrong policies. There are some problems in the balance of housing distribution as well as the efficiency of housing market. 2. RESULT Reconstructive regulations enforcing now should be reexamined wholly. Regulation-oriented devices should be withdrawed. And, in case of the reconstructive permission of municipal government, it is valid to give obligation in order to build rental house obligatorily, but the contents of the condition should be modified. 3.
