지적측량수수료의 발전방향에 관한 연구

Improving the commission system of cadastral surveying fee

  본 연구는 수수료체계의 변천과정을 고찰하고 현황과 문제점을 검토 분석하여 개선할 수 있는 방향을 제시하는데 목적이 있다. 연구 결과, 지적측량 수수료제도에 있어서 지적측량 수행에 따른 모든 작업 종목의 적용이 합당하게 산정되어 신청인과 이해 관계인이 결정된 수수료의 내용을 충분히 수용할수 있도록 비용계산의 투명성이 보장되어야 하며, 지가가 높은 지역의 지적측량 업무 부담이나 오류측량에 대한 배상책임 등에 대한 대가로 지가에 따라 수수료를 차등 적용 하여야 할 것으로 분석되었으며, 향후 고객의 필요에 의하여 선택할 수 있는 다양한 지적측량서비스 상품을 개발하고 고객에게 제공하는 서비스기준에 따라서 지적측량수수료도 가감하여 유연하게 적용할 수 있도록 수수료체계가 다양화되어야 될 것으로 분석되었다.

  This study analyses the history of the cadastral surveying commission system and related problems and suggests an alternative method to improve the system. We suggest the research findings as follows: first, every work item during the surveying processes and pricing principles should be clearly defined so that clients and stakeholders should be able to accept the charged fee. second, surveying fee should be charged differently considering the tasks in high land-price areas and risk of reparations problems. Also, we suggest that surveying service items should be varied from where clients can choose as they wish and pricing system also be applied according as the level of service changes.
