Governance Transition of The East and West: Convergence and Divergence

  현재 진행되고 있는 거버넌스 논의는 과거의 근대화와 세계화 수렴논의와 크게 다르지 않다. 세계화와 신자유주의로 파생된 문제를 해결하고 새로운 형태의 시민사회 조직과 이들의 조정방식을 적용하는 거버넌스 체제도 각국의 정치경제적 환경, 인식구조, 역사적 특수성에 따라 다르게 나타날 수 있으며 따라서 다르게 접근하는 것이 필요하다. 동서양의 거버넌스의 의미와 전환방식의 차이를 통해 수렴과 분화가 동시에 일어난다고 할 수 있다.

  Current discussions on governance are not quite different from the past debates on convergence of modernization and globalization theories. There is tendency toward convergence but these do not rule out that each region and country may respond to pressure with different way, We need a more customized governance theory because each country or region which undertakes governance mechanism has unique socio-economic, ideological and institutional settings. The result will be a mix of convergence and new divergence.
