인터넷 도메인은 국가의 인터넷 활성도에 대한 대표적인 메트릭으로서의 역할을 하고 있다. 특별히 서비스에 직접 이용되는 인터넷 도메인뿐만 아니라, 이름만을 등록하고 보유한 도메인까지 포함해서 도메인의 등록 현황은 도메인 활성화의 한 척도이다. 이러한 도메인 활성화는 ccTLD, gTLD 모두가 경쟁적으로 지향하는 정책적 촉진 우선 대상이다. 이러한 도메인 활성촉진은 도메인의 체계와도 관련되어 있지만 무엇보다도 자율적 등록을 유도하는 정책의 자유도가 매우 중요하다. 영국이나 독일의 경우를 중심으로 활성도의 특성을 살펴보고 논의하는 논문이다.
Many Asian nations have been so interested in the promotion policy for domain registlations. For this, Japan has begun the opening policy of the second level domain in ascii domain system from 2002. Of course China immediately followed such a policy because they were eager to get better position with respect to the Internet area. However both nations are thought to be unsuccessful in their direction to promote the domain registlation. The impeding factors against successful promotion are unlikely to be associated with the structure, opening level, the name length and the shape of domain names. These can be turned out to be true if the cases of both England and Germany are considered to be contradictory with usual assertions.<BR> This study focuses on the meatric value in terms of the number of domain registlations. And this paper has compared their changes with respect to level of policies which have occurred in 3 nations including Japan, England and German. Japanese policy is based on the regislation controls delicately designed after intensive studies. While, Germany case is based on the open and free registlation without any eligibility requirements. Also the name space is so limited that just one name can exist and be registered in ".de" because of the 2nd level domain system. It should be noted that England adapted totally different structure comparing with the Germany case.<BR> The number of ".de" domains registered is over 7 millions, while that of ".uk" domains is similarly over 5 millions. These numbers are so astonishing ones. But their policies changed dramatically around the late of 1999 and early of 2000. The largest change was to erase up most of the registlation regualtions. Another change is to grant the wide opportunity to the business sectors.
