사립대학 재정지원제도 개선 방안 - 2002년 이후의 재정지원 사업을 중심으로

Improvement of Government Financial Support Programs on Private Universities in Korea

&nbsp;&nbsp;이 연구는 그 동안 고등교육의 보편화에 기여한 사립대학이 지금은 구조조정을 통한 경쟁력 강화를 요구받고 있는 때에 이를 뒷받침 하기 위해 필요한 사립대학 재정지원제도의 개선에 관해 살펴보는데 그 목적이 있다.<BR>&nbsp;&nbsp;이를 위해 2002년 이후의 주요 대학재정지원사업의 내용, 그 성과 및 문제점을 토대로 현재의 선택과 집중에 의한 선별재정지원과 더불어 일정한 진입장벽을 설정하여 그 기준에 도달하는 모든 사립대학에 대하여 재정을 지원하는 포뮬러 펀딩 방식의 재정지원 방안, 재정지원 사립대학 대상의 제한, 재정지원 기간을 사업의 특성에 따라 다양화화는 방안 및 학생에 대한 지원뿐만 아니라 학교를 위한 지원을 병행하여 사립대학 발전을 위해 정부뿐만 아니라 대학 스스로가 더 노력할 수 있는 토대를 마련해 줄 필요가 있음을 제시하였다.

&nbsp;&nbsp;The purpose of this study was to inquire the improvement of governmental financial support programs on private universities in Korea, which was contributed to the generalization of higher education and now demanded to the reconstructing.<BR>&nbsp;&nbsp;To support of this theme, this study analyzed government financing programs since 2002, and showed the outcome and problems of university financing support programs.<BR>&nbsp;&nbsp;The improvements were developed by considering formula funding program to private universities that met a certain criteria, and limiting private universities for financial support and diversification of a term for financial support, and going side by side students and university of financial support.
