참여정부 보육정책의 재정적 검토 - 기본보조금제도를 중심으로

Review of Childcare Policies in Korea

  보육은 여성의 경제활동참가율 제고 및 저출산 대책이라는 관점에서 뿐만 아니라, 미래의 인적자본 형성과 개발이라는 관점에서 사회전체적인 합의가 필요하다. 참여정부의 보육정책(새싹플랜)에 따르면 공보육 기반조성 등 5대 과제를 실현하기 위해 향후 6조 4,579억원의 재원이 소요될 전망이다. 새싹플랜의 정책목표인 보육의 공공성을 강화시키고 양질의 보육서비스를 제공하기 위해서는 보육재정의 확충이 가장 중요한 과제이다. 본 논문은 지속가능한 성장의 관점에서 우리나라 보육재정의 현황 및 문제점을 살펴보고, OECD 국가의 보육관련 보조금 운용사례를 검토한다. 이상의 논의를 토대로 보육재정의 운용과 관련된 몇 가지 개선방안을 제시한다.

  Childcare should be examined in terms of promoting women’s economic activities and increasing the childbirth rate, as well as developing future human resources for society. Also, the role of public and private childcare should be re-examined to strengthen the public nature of the childcare system. According to the childcare plan of the participating government, approximately 6.5 trillion won is expected to be spent on the public childcare system from 2006 to 2010. However, financing the expenditure is a controversial issue. This study reviews the problems within the childcare policies of the participating government, and then suggests some policy implications for the development of the childcare system in Korea.
