Housing Welfare Indicators for the Quality of Life in Korea

  주거복지는 시장소외계층과 함께 제4차 국토계획을 통해서 우리에게 전달되기 시작한 분야로 전문가와 정책입안자에게도 아직도 낯설은 용어이다. 그러나 선진외국의 주택정책에서 주거복지의 위상은 정책수립의 근간을 이루고 있으며 이를 지원하는 다양한 프로그램이 진행되고 있다. 주거복지 관련 프로그램은 주택 및 주거환경 개선, 소득증진, 사회경제적 환경개선, 도시환경증진 등 다양한 성격을 지니고 있는 경우가 대부분이어서 주거복지의 대상과 범위가 대단히 넓다. 그로 인해 주거복지정책의 시행주체와 책임소재를 확연히 구분하기 힘들며 주거복지정책의 달성수준과 성취만족도를 평가하는 것이 쉬운 작업이 아니다. 본 연구는 삶의 질을 충족시키기 위한 주거복지는 무엇이며 어떻게 측정하여 쾌적한 주거환경을 유지시킬 수 있는 가를 연구하는데 연구의 초점을 집중하였다. 이를 위해 2장에서 주거복지와 삶의 질의 개념화를 통해 복지정책과 주택정책의 관계를 분석하였으며 3장에서는 국내외 주거복지 및 삶의 질 측정 사례를 살펴보았다 사례의 비교분석을 통해 삶의 질을 위한 주거복지 증진 방안을 사회경제적 측면, 사회복지적 측면, 물리적 측면으로 구분하여 제안하였다.

  Housing welfare is a new field that has been acknowledged through the fourth National Planning with a word of the market-neglected group. However, cognition of housing welfare in the advanced foreign countries underlies the core of policy propositions and there exist various programs assisting housing welfare. Housing welfare programs have diverse aspects. Because of that, housing welfare policies have difficulties in finding who is the main body of enforcement and who is to blame for the result. Another difficult job is to evaluate accomplishment level and achievement satisfaction of housing welfare policies. This research attempts to find out what is housing welfare for the quality of life and how housing welfare can be estimated to keep comfortable residential environment. Chapter 2 conceptualizes housing welfare and quality of life and formulates the relationship between housing policy and welfare policy. Chapter 3 compares domestic and foreign cases for the subject. Based on the findings, we are able to suggest propositions to housing welfare improvement for the quality of life in terms of socio-economic aspect, social welfare aspect, and physical aspect.
