The opening of Korean port was in 1876 caused by a gunboat diplomacy of Japan. European countries were also supported them for their national benefits. However Korean representative did not understand the meaning of modern customs system and customs tax.<BR> This paper provides how to work for autonomous customs right with Korean archives through 「Korea-Japan Customs Tax Proposal」 written by Cho Byung-Ho who despatched to Japan in September 1881. Furthermore, the study of foreign customs staffs are also undeveloped subject in Korea. Therefore, this paper also analyzes the role of foreign customs commissioners and their staffs and Korean Maritime Customs" activity for 22 years.<BR> This paper deals with the character and meaning of the opening of Korean ports and foreign customs staffs and their duty and business.
