A Study on the Piracy in Sea Transport

  According as dependence for ocean shipping with sudden increase of recent international trade rises, security of safe sea lane is uniting during international community"s maximum concerns. Specially, because our country is high relatively sea dependence to maritime nation of Heaven"s blessing that three sides is surrounded by the sea, I will speak that security of safe sea lane is very important. Piracy that threaten such important sea lane is not problem of the only specification country, and is whole problem of international community. Truth that the country is more than 70 country current month delivery will speak Piracy that reflect gravity of problem so far. However, research of Piracy is wholly lacking state, and it is misgovernment that is unprepared even government connection party"s interest. Countermeasure should be readied in national dimension to prevent Piracy fundamentally.   Specially, through continuous reinforcement of navy and marine police power, will have to possess big Piracy ability. See Korea"s sea controls on numerical inferiority and will have to recognize newly that pirates who judge that retaliation ability drops are commiting action that arrest Korean vessel and plunder money frequently. If Korea"s sea Supreme authority commanding the armed services does not possess great distance retaliatory capabilities of forces of van maritime nation level, unlawful sea violence of this form will be continued.   Also, will have to recognize that is impossible without effort of international level for violence eradication in sea. It may have to be examined actively that recognize problem that regulation by international law suffers and utilizes periodically creating Combined Maritime Security Force-CMSF. Specially, dependence for sea may make the High Korea raise Korea"s status as maritime nation by coming actively in Combined Maritime Security Force-CMSF constitution.
