  Under the GATT system, hygienic and sanitary measures were utilized by indirect distortion means that was set by each country. However, the WTO has established SPS agreement to prevent trade distortion by admitting fixed international rules. Therefore, we must reorganize the hygienic and sanitary management system of marine products to be satisfied with the international standard that is required by the SPS agreement. Also, systematic efforts are required to reflect our opinions in various international conferences such as SPS committee and CODEX.   The basic principles for food safety include both "the principle from sea to dining table" and "the principle of risk analysis". By these two principals synthetic and scientific, efficient policy development and reasonable execution are available from production to consumption. Also, it is validity to reform the hygienic and sanitary management system integrated a risk management. Considering the actuality of our country status, a committee under prime minister must be set up to fulfill the principles for food safety. Consequently, to construct the efficient health control system, both the system of hygiene and sanitary agreement mutually with areas located along sea and the hygienic administration system must be expanded.
