Fisheries Management by Regional Cooperation

  All the countries of the world is coming actively development and preservation of resources of the sea while solidify permanent place on the shore jurisdiction. As a result, almost all countries combing serious discord with the neighbor countries by EEZs demarcation and fishery right control etc. On the other hand, every country are rising necessity of cooperation for preservation of marine environment, and upbringing, development and preservation of marine resources, because sea has special qualities, is difficult to cope effectively ocean pollution and exhaustion of marine products resources that become serious by effort of what country. The past decade has seen a burst of international rules and voluntary guidelines for fishing in coastal waters and on the high seas. Profound changes have reshaped the world of marine fisheries in the past decade. In the early 1990s, the international community was forced to recognize that the capacity of harvesting operations in many key fisheries had outpaced both the r  roductive capacities of those resources as well as the tools being used by governments and international organizations to regulate those fisheries to achieve sustainability. The international community, by means of the post·1982 fishery instruments, has opted to give an increasingly important role to regional fisheries organizations for the management and conservation of world marine capture fisheries. Regional fisheries organizations play a primary role in the sustainable utilization of fisheries by means of facilitating regional cooperation. However, more substantial attention must be given to the implementation of the post·1982 fishery instruments which clearly envisage a more proactive role for regional fisheries organizations in the conservation and management of fisheries.
