비영리조직의 내부 거버넌스와 조직효율성 - 아시아태평양 지역의 경험과 교훈

Internal Governance and Organizational Efficiency of Non-profit Organizations : Experience and Lessons from Asia-Pacific Countries

본 논문은 2003년 9월 필리핀에서 "거버넌스, 조직효과성과 비영리 섹터"라는 주제로 개최된 APPC(Asia Pacific Philanthrophy Consortium) 회의에 제출된 아시아 태평양지역의 11개 국/지역의 보고서와 그곳에서 논의된 토론의 주요 내용을 요약, 소개함으로써 우리나라 시민사회에 함의를 찾아보고자 했다. 이 지역의 다양한 역사적, 사회 문화적 환경과 시민사회의 변화를 살펴보고, 비영리 영역의 사회적 역할이 증대됨에 따라 조직 내외부로부터의 지배구조(내부 거버넌스)와 책임성, 투명성 문제가 제기되어 왔다. 이러한 점에서 비영리단체들은 내부 거버넌스와 조직 효과성 개선과의 상호연계성, 책임 있는 경영구조를 위한 조직적 차원과 개인적 차원에서의 노력을 기울이고 있다. 조직의 효과적인 통제를 위한 국가별 상황, 비영리단체의 공공영역, 기업영역과의 협력이나 파트너십 모색 노력을 국가별로 간략하게 소개했다. 나아가 NPO들은 이해관계자들의 신뢰도를 높이기 위해 조직의 책임성과 투명성을 개선하고 나아가 적절한 지배구조를 확보하기 위한 전략을 제시했다.

This paper tries to present some experience and lessons to Korean civil society by introducing major findings and discussions undergone at the APPC(Asia Pacific Philanthropy Consortium) Conference on "Governance, Organizational Effectiveness and the Nonprofit Sector," held in Seprember 5-7, 2003 in Makari City, Philippines. Basically it based on the 11 Countries/Region reports (Australia, Bangladesh, China, Hong Kong, India, Indonesia, Japan, Korea, Pakistan, Philippines and Thailand) which were presented to thc conference. Thc improvement of public governancc and internal governance(including organizational accountability and transparency of their activities) in these countries has raised challenges as well as opportunities for the nonprofit sector to respond to and collaborate with other seccors. As responses of civil society organizations, the improvement in the linkage of internal governancc and organizational effectiveness(efficiency), organjzational efforts for accountable management structure, and private initiatives are stressed for further improvement of internal governance. To establish a viable position in the governance of society, nonprofit sector should seek collaboration or partnership with the public sector and/or corporate sector.
