본 논문은 지역 간 이해관계가 첨예한 대립을 중앙정부나 지방정부가 효율적으로 해결하지 못할 경우 당해 지역의 시민단체들이 개입하여 다루는 것이 차선의 대안이 될 수 있을 것인지의 여부를 다루고자 한다. 이를 위해 시민단체들의 갈등관리에 관한 선행연구들을 검토하여 성공하였던 사례들에서 공통된 요인들을 평가기준으로 도출하여 위천공단사례에 적용시켜 긍정적, 부정적인 역할을 분석하였다. 결론적으로 위천공단사례에서 시민단체들의 같등관리역할에는 여러가지 한계가 있었지만 대구지역의 환경운동단체들은 지역정서를 무시하고 환경보호라는 목적을 추구하는 일관성을 보였고, 정치적으로 해결하려는 지방저부에 맞서 문제를 합리적으로 해결하려고 노력하였으며, '강살리기를 위한 유역집담회'의 개최 등으로 대구와 부산지역의 갈등당사자들을 모두 포함하는 대화채널을 마련 하고자 한 노력은 항후 지역 간 갈등문제해결을 위해 좋은 본보기가 되리라 생각된다.
Since full-scale muunicipalization has been in place since 1995, interests confrontation between local governments is increasing. Such conflict should be settled on the basis of compromise between concerned parties. The study is going to deal with whether the local civil organization could be allowed to intervene and deal with the matter when central or local government fail to settle those confrontation effectively, as well as whether it could be the second-best solution or not. For this, I reviewed previous studies on civil organization's conflict management and drew the common factors from successful cases such as credibility and autonomy as references for the evaluation and analyzed those factors on the case of Wicheon Industrial Complex analyzing the positive and negative aspects. In conclusion, there have not been any final results from civil organization's conflict management in case of Wicheon Industrial Complex. As seen in the case of Daegu Federation for Environmental Movement, howeve', they pursued environment protection consistently, which is the organization's goal contrary to the local sentiment, tried to solve the problem in reasonable way confronting the local government that wants to solve it politically, tried to prepare periodic communication line including Pusan area. Those can be regarded as hopeful sign for local conflict managemeot in the future in Korea.
